Connecting Reference Managers

Martin Fenner's  states that "that scientific infrastructure needs to be interoperable first and decentralized second" on his latest post  "Some Thoughts on Beyond the Paper".  Thinking about it, would not be great to create interoperability within reference managers (Zotero, EndNote, RefWorks, Mendeley,  etc) i.e. match the same content in Zotero to Endnote and leverage usage data for recommendation and connecting/following  researchers. 
It might be time to create something similar to tomahawk for reference manager solutions to bring the next level of "social" and "smartness" into scholarly communication.
